First steps towards an innovative governance and management model for a new type of alliance

This report aims at providing innovative ideas and lessons learned on how strategic alliances respond to the challenges of governance in a diverse and multicentric environment. The benchmark leads to identify 6 key recommendations to inform the preparation of CHARM-EU’s future governance and management model. In the field of higher education, research and innovation, the benchmark focuses on three strategic alliances: Eucor, U4Society Network and EIT Health and explores an experience of French higher education site policy. Using alliances as a structure to protect students' interests is discussed with the cases of introducing single regional fee for travel across various institutions, as well as calendars allignment.  Beyond the higher education sector, the logic of strategic alliances in the private sector is explored, in particular the SkyTeam alliance. This report attempts to praise the need for a new legal status of the European-wide alliances to be introduced.
